When creating an FBA shipment, the item box dimensions need to make sense with the item dimensions that you have in Amazon. What may sometimes happen is that if the item box dimensions are smaller than the item dimensions, Amazon will not allow you to continue with the shipment before the dimensions are corrected. If you update the status to ‘shipped’ the status will automatically be flipped back to working, until the above is done.
